Low Income Assistance

HEAT (Hermiston Energy Assistance Team)
Financial Assistance Program

HES recognizes a need in the local community to augment electric bill paying assistance programs already provided from federal sources through our contract with Community Action Program East Central Oregon (CAPECO) and through private organizations and churches by creating a fund available to HES residential customers to assist in paying electric bills. The HEAT program is a partnership of HES customers through their voluntary customer contributions and HES, which makes annual donations to the fund up to a budgeted ceiling amount established by the Hermiston City Council.

How To Donate To HEAT

If you would like to make HEAT work for others in the community, just mark the amount you would like to donate on your return bill stub, make your donation at any HES payment location or contact us at 289-2000 for more information.

How To Apply For Assistance

If you would like to apply for assistance, contact HES customer service at 289-2000 for an application and program guidelines.
