Assistance
CAPECO – Community Action Program East Central Oregon’s Low-Income Energy Assistance Program provides income eligible and COVID impacted households payment assistance to help offset their energy bill.
City Discounts
For relief of those residents who suffer from long-term poverty, a Reduced Utility Rate Application is available online or at City Hall for a reduced monthly charge calculated at 50 percent of the base charge on their water and sewer bill, as well as a garbage discount of one (1) 35-Gallon Cart at $10.46 per month . Eligibility is based on federal poverty guidelines, and the customer’s previous calendar-year income shown on their federal income tax statement, and is re-verified annually. This program is not for short-term issues caused by temporary job-loss and the like.
