Regular Meeting
Mayor Severson called the regular meeting to order at 7:00 pm and declared a quorum present. Present were Councilors Hardin, Misner, Achuff, Harn, Springer, Myers, Calame and Harkenrider. Staff members in attendance were City Manager Brookshier, City Attorney Luisi, Bob Irby, Ray Jones, Clint Spencer, Dan Coulombe, Pat Napolitano, Ron Sivey, Ivan Anderholm, Marie Baldo, Judge Tom Creasing and Donna Moeller. News media present were Karen Hutchinson-Talaski of the Hermiston Herald and Eric Florip of the East Oregonian. The pledge of allegiance was given.
Minutes
Councilor Hardin moved and Councilor Myers seconded that minutes of the May 26 regular meeting be approved for filing. Motion carried unanimously.
2009-10 Budget Hearing
At 7:02 pm Mayor Severson opened the hearing to discuss the 2009-10 budget. City Manager Brookshier reported the consolidated funds budget as submitted and recommended by the budget committee is for $30,313,895, which represents a 10% decrease from the previous year. There were no comments from the council, and no one in the audience wished to comment. The hearing was closed at 7:05 pm.
May Expenditures
Councilor Achuff moved and Councilor Harn seconded to approve payment of the following May expenditures: $73,969.38 Bonded Debt; $555,468.42 General; $68,178.32 State Tax Street; $5.50 Transient Room Tax; $220,236.62 Utilities; $54,796.22 911 Communications; $377,360.87 Energy Services; $2,500.00 Revolving Loan; $27,754.83 Regional Water; $112,015.01 WWTP Construction Fund; total $1,492,285.17. Motion carried unanimously.
Committee Recommendation/Library Board - Positions 4 and 5
The committee recommended making the following appointments for the four year terms beginning July 1, 2009 and ending June 30, 2013:
Library Board - Position #4 - Nancy Brown
Library Board - Position #5 - Lori Spencer
In accord with council rules, confirmation will be made at the next meeting on June 22, 2009.
Res. No. 1860 - Adopt Budget, Appropriations, Impose & Categorize Tax for Fiscal Year 2009-10
Resolution No. 1860 - Adopt budget, make appropriations, impose the tax and categorize the tax for fiscal year 2009-10 - was read and discussed. Councilor Hardin moved and Councilor Myers seconded that the resolution be approved and laid upon the record. Motion carried unanimously.
Res. No. 1861 - Consent to Charter Communications Chapter 11 Restructuring
Resolution No. 1861 - Consider a resolution consenting to Charter Communications Chapter 11 restructuring - was read and discussed. Councilor Springer moved and Councilor Misner seconded that the resolution be approved and laid upon the record. Motion carried unanimously.
Fund Exchange Agreement/Department of Transportation
Councilor Myers moved and Councilor Misner seconded to authorize the mayor to execute a Fund Exchange Agreement with the Oregon Department of Transportation. The funds will be used to finance the 2009 Street Preservation Project (Type II Slurry Seal). Motion carried unanimously.
Council Comments
Councilor Hardin reported this month was his seventeenth anniversary as a city councilor, he thanked the city for the opportunity to service the citizens of Hermiston.
City Manager Comments
City Manager Brookshier thanked Karen Sherman from the school board for attending tonight’s meeting and for her report on the community accountability board.
There was no other business, and the meeting was adjourned at 7:15 pm.
