Regular Meeting
Mayor Severson called the regular meeting to order at 7:00 pm and declared a quorum present. Present were Councilors Hardin, Misner, Achuff, Harn, Springer, Myers, Calame and Harkenrider. Staff members in attendance were City Manager Brookshier, City Attorney Luisi, Dan Coulombe, Pat Napolitano, Ron Sivey, Judge Tom Creasing and Donna Moeller. There was no one from the news media present. The pledge of allegiance was given.
Minutes
Councilor Hardin moved and Councilor Harn seconded that minutes of the June 8 regular meeting be approved for filing. Motion carried unanimously.
Report
Councilor Achuff moved and Councilor Harn seconded that the May manager’s monthly report be approved for filing. Motion carried unanimously.
Recreation Projects Fund Advisory Committee Recommendations
A memo was read from Parks and Recreation Director Anderholm reporting the transient room tax allotment for the 2008-09 fiscal year, which represents 15% of the transient room tax received, amounted to $45,497.97. The committee recommended awarding a total of $39,600 this year and rolling the balance of $5,897.97 to next year. Councilor Misner moved and Councilor Myers seconded to approve the following allocations of the 2008-09 transient room tax recreation funds as recommended by the recreation and projects fund advisory committee:

Confirm Appointments/Library Board - Positions 4 and 5
Councilor Harn moved and Councilor Hardin seconded to confirm the following appointments for the four year terms beginning July 1, 2009 and ending June 30, 2013:
Library Board - Position #4 - Nancy Brown
Library Board - Position #5 - Lori Spencer

Council Comments
Councilor Hardin announced July 4th fireworks are now on sale. Reminded the council of the Small Cities Conference being held in Hermiston on July 23 - 25. A full three days of presentations and tours are scheduled. The group will be attending the city picnic at the Hermiston Family Aquatic Center on Friday night... Mayor Severson announced Relay for Life starts Friday, June 26th, Senator Ron Wyden will hold a town hall meeting at City Hall on Saturday, June 27 at 1:00 pm and Senator Jeff Merkley will be at the Hermiston Conference Center on Wednesday, July 1 at 3:00 pm.
City Manager Comments
City Manager Brookshier reported Sabra is decorating a float for the councilors to ride on in the Umatilla County Fair Parade.
There was no other business, and the meeting was adjourned at 7:10 pm.
