Regular Meeting
Council President Myers called the regular meeting to order at 7:00 pm and declared a quorum present. Present were Councilors Hardin, Misner, Davis, Harn, Springer, Calame and Harkenrider. Mayor Severson was excused. Staff members in attendance were City Attorney Luisi, Ray Jones, Clint Spencer, Dan Coulombe, Judge Creasing, Ron Sivey, Ivan Anderholm and Donna Moeller. City Manager Brookshier was excused. News media present were Jennifer Colton of the Hermiston Herald and Erik Olson of KOHU-KQFM radio. The pledge of allegiance was given.
Minutes
Councilor Hardin moved and Councilor Misner seconded that minutes of the August 9 regular meeting be approved for filing. Motion carried unanimously.
Minutes & Report
Councilor Harn moved and Councilor Davis seconded that the July manager’s monthly report; minutes of the August 11 planning commission meeting and minutes of the August 4 library board meeting be approved for filing. Motion carried unanimously.
Mayor Severson arrived at 7:05 pm.
Report/Proposed Revisions to Flood Plain Ordinance
City Planner Spencer reported in order for homeowners and other property owners to participate in the National Flood Insurance program, all communities are required to adopt the national flood plain maps prepared by FEMA. These maps were last updated in 1986. FEMA has completed a new study of the Umatilla basin and prepared new maps of the flood hazards along the Umatilla River and in the city. According to the revised 2010 flood hazard study, the flood plain for the Umatilla River has not moved from its existing location on the city and federal maps. Therefore, no rezoning will be required, nor will new property be added to building restrictions for flood plains. As a service provided to the city as part of the map updating, FEMA provided an analysis of the city’s existing flood plain ordinance. A copy of that analysis is available for review at City Hall.
Ord. No. 2167 - Repeal Old Flood Plain Ord. No. 1621 and Adopt New Flood Plain Ord. & Map
Ordinance No. 2167 - Repeal old Flood Plain Ordinance No. 1621 and adopt a new Flood Plain Ordinance and map and declare an emergency. Council President Myers requested the first reading be by title only. Hearing no opposition, City Attorney Luisi read the ordinance by title only. Council President Myers requested that the ordinance be put on for final adoption at this meeting and that the second reading be by title only. After City Attorney Luisi read the ordinance by title only for the second reading, Councilor Hardin moved and Councilor Davis seconded that Ordinance No. 2167 be adopted by emergency. 7 votes for; none against. Motion carried unanimously.
Announcement/Airport Advisory Committee and Parks and Recreation Committee
Council President Myers announced standing committee vacancies on the Airport Advisory Committee - Position #5 and on the Parks and Recreation Committee - Positions #4 and #5 for three year terms beginning November 1, 2010 and ending October 31, 2013. Deadline for submitting applications is September 30, 2010.
Fund Exchange Agreement/Department of Transportation
Councilor Misner moved and Councilor Harn seconded to authorize the mayor to execute a Fund Exchange Agreement with the Oregon Department of Transportation. The funds will be used to finance the 2010 Street Preservation Project (paving, Type II Slurry Seal and sidewalks). Motion carried unanimously.
Council Comments
Councilor Hardin reported there was a story in the League of Oregon Cities - Local Focus publication about the Hermiston Energy Services home energy project.
There was no other business, and the meeting was adjourned at 7:10 pm.
