Mayor Severson called the regular meeting to order at 7:00 pm and declared a quorum present.  Present were Councilors Hardin, Misner, Davis, Harn, Springer, Myers, Calame and Harkenrider.  Staff members in attendance were City Manager Brookshier, City Attorney Luisi, Ray Jones, Clint Spencer, Dan Coulombe, Judge Creasing, Ron Sivey, Ivan Anderholm and Donna Moeller.  News media present was Jennifer Colton of the Hermiston Herald.  The pledge of allegiance was given.

Minutes

Councilor Hardin moved and Councilor Harn seconded that minutes of the November 22 regular meeting be approved for filing.  Motion carried unanimously.

November Expenditures

Councilor Harn moved and Councilor Davis seconded to approve payment of the following November expenditures:  $128,223.81 Bonded Debt; $611,656.69 General; $53,570.23 State Tax Street; $276,817.48 Utilities; $46,244.10 911 Communications; $536,159.38 Energy Services; $36,201.30 Regional Water; $9,034.29 WWTP Construction Fund; total $1,697,907.28.  Motion carried unanimously.

Committee Recommendations/Budget Committee - Positions 1, 2 & 3 & Recreation Projects Fund Advisory Committee - Positions 1 & 2

The committee recommended making the following appointments to fill standing committee vacancies for three year terms January 1, 2011 and ending December 31, 2013:

• Budget Committee - Position #1 - DuWayne White
• Budget Committee - Position #2 - Mary Corp
• Budget Committee - Position #3 - Eric Carpenter
• Recreation Projects Fund Advisory Committee - Position #1 - Don Rankin
• Recreation Projects Fund Advisory Committee - Position #2 - Eric Reise

In accord with council rules, confirmation will be made at the next meeting on December 27, 2010.

Council Comments

Councilor Hardin announced the Hermiston Christian School received approval to begin construction in March of a new gymnasium and fellowship hall... announced the Christmas Concert is Thursday, December 16 at 7:00 pm., everyone is welcome.  Mayor Severson stated he has heard many nice comments on the City’s Christmas lights around town.

City Manager Comments

City Manager Brookshier reminded the council and staff of the annual work session on Saturday, January 8 at 8:30 am.

There was no other business, and the meeting was adjourned at 7:05 pm.
