Mayor Severson called the regular meeting to order at 7:00 pm and declared a quorum present.  Present were Councilors Hardin, Misner, Davis, Harn, Springer, Myers, Calame and Harkenrider.  Staff members in attendance were City Manager Brookshier, City Attorney Luisi,  Clint Spencer, Dan Coulombe, Judge Creasing and Linda Cain.  News media present was Jennifer Colton of the Hermiston Herald.  The pledge of allegiance was given.

Minutes

Councilor Harn moved and Councilor Myers seconded that minutes of the October 11 regular meeting be approved for filing.  Motion carried unanimously.

Minutes & Report

Councilor Myers moved and Councilor Davis seconded that the September manager’s monthly report; minutes of the October 6 airport advisory committee meeting, minutes of the October 6 library board meeting, minutes of the October 13 planning commission meeting and minutes of the July 8 parks and recreation meeting be approved for filing.  Motion carried unanimously.

Confirm Appointments/Airport Advisory Committee & Parks and Recreation Committee

Councilor Harkenrider moved and Councilor Hardin seconded to confirm the following appointments to fill standing committee vacancies for three year terms beginning November 1, 2010 and ending October 31, 2013:

• Airport Advisory Committee - Position #5 - Neil Christopherson
• Parks and Recreation Committee - Position #4 - Eric Reise
• Parks and Recreation Committee - Position #5 - Carlisle Harrison

Motion carried unanimously.

Announcement/Budget Committee and Recreation Projects Fund Advisory Committee

Mayor Severson announced standing committee vacancies on the Budget Committee - Positions #1, #2 and #3 and on the Recreation Projects Fund Advisory Committee - Positions #1 and #2 for three year terms beginning January 1, 2011 and ending December 31, 2014.  Deadline for submitting applications is November 15, 2010.

Council Comments

Mayor Severson and Councilor Hardin thanked City Manager Brookshier and city staff for the very informative Development Activity Tour on Saturday... Councilor Hardin reminded everyone to vote.

City Manager Comments

City Manager Brookshier stated the city was contacted by the Umatilla Morrow Alternatives Group asking that the city announce a film they are sponsoring entitled “Out in the Silence.” The film will be presented on Monday, November 8th at 12:30 pm at Blue Mountain Community College here in Hermiston.

There was no other business, and the meeting was adjourned at 7:06 pm.
