Regular Meeting
Mayor Severson called the regular meeting to order at 7:00 pm and declared a quorum present. Present were Councilors Hardin, Misner, Davis, Harn, Springer, Myers, Calame and Harkenrider. Staff members in attendance were City Manager Brookshier, City Attorney Luisi, Bob Irby, Ray Jones, Dan Coulombe, Judge Creasing, Ivan Anderholm and Donna Moeller. News media present was Jennifer Colton of the Hermiston Herald.
Minutes
Councilor Hardin moved and Councilor Harn seconded that minutes of the May 24 regular meeting be approved for filing. Motion carried unanimously.
May Expenditures
Councilor Myers moved and Councilor Davis seconded to approve payment of the following May expenditures: $73,339.38 Bonded Debt; $514,624.40 General; $52,633.01 State Tax Street; $201.50 Transient Room Tax; $181,598.76 Utilities; $48,705.22 911 Communications; $411,939.33 Energy Services; $7,005.00 Revolving Loan; $33,900.35 Regional Water; $35,944.05 WWTP Construction Fund; total $1,359,891.00. Motion carried unanimously.
Minutes
Councilor Misner moved and Councilor Hardin seconded that minutes of the June 10 planning commission meeting be approved for filing. Motion carried unanimously.
Res. No. 1879 - Supplement and Adjust Budget for 2009-10 Fiscal Year
Resolution No. 1879 - Supplement and adjust the budget for the 2009-10 fiscal year - was read and discussed. Councilor Hardin moved and Councilor Myers seconded that the resolution be approved and laid upon the record. Motion carried unanimously.
Liquor License Application/Fuddruckers
Following a favorable report from Police Chief Coulombe, Councilor Springer moved and Councilor Myers seconded to approve a liquor license application for Fuddruckers, 1619 North First Street, a new outlet for full on-premise sales. Motion carried unanimously.
Certify Election Results/May 18 - Election of City Officials & Measure 30-43 (Education Bond)
Councilor Misner moved and Councilor Hardin seconded to certify results of the primary election held May 18, 2010, regarding the election of city officials and Measure 30-43 (City of Hermiston Education Bond), as determined by the elections officer. Motion carried unanimously.
Report/AE-Citation@ Pilot Program
Police Chief Coulombe reported he has been working on the implementation of a pilot program for the utilization of an electronic version of citations. Basically, it is hardware and software that automatically fills in a citation, prints one copy for the violator and then downloads the information into the police department records management system, and in time directly into the Municipal and State Court Systems. The Oregon Department of Transportation (ODOT) supports the implementation as the first in Eastern Oregon. A revised bid of $22,500 was received for the pilot program and ODOT has offered $10,000 toward this program. Cost to the City of Hermiston for the AE-Citation@ pilot program would be $12,500. Chief Coulombe listed the advantages as: citation entering dramatically enhanced, savings in data entry time, accuracy of information is increased, savings in reissuing citations due to errors, traffic stops much faster, increased officer safety, more comprehensive traffic crash reporting and he predicts thousands of dollars in savings.
City Manager Brookshier stated the city could fund the $12,500 from the 2009-10 fiscal year budget.
After a brief discussion, the city councilors all felt it was an innovative idea and were in favor of the Hermiston Police Department going ahead with the AE-Citation@ pilot program in conjunction with ODOT.
There was no other business, and the meeting was adjourned at 7:20 pm.
