Regular Meeting
Mayor Severson called the regular meeting to order at 7:00 pm and declared a quorum present. Present were Councilors Misner, Davis, Harn, Springer, Myers, Calame and Harkenrider. Councilor Hardin was excused. Staff members in attendance were City Manager Brookshier, City Attorney Luisi, Bob Irby, Ray Jones, Clint Spencer, Dan Coulombe, Judge Creasing, Ron Sivey, Bill Schmittle and Donna Moeller. News media present were Neill Woelk and Luke Hegdal of the Hermiston Herald. The pledge of allegiance was given.
Minutes
Councilor Myers moved and Councilor Misner seconded that minutes of the May 23 regular meeting be approved for filing. Motion carried unanimously.
2011-12 Budget Hearing
At 7:02 pm Mayor Severson opened the hearing to discuss the 2011-12 budget. City Manager Brookshier reported after a correction was made in the General Fund budget, the new proposed combined funds budget as submitted and recommended by the budget committee is for $54,448,795, which is up one-tenth of one percent from the current year's budget. This budget again includes the $27,000,000 allocated for the City's Recycled Water Plant project. There were no comments from the council, and no one in the audience wished to comment. The hearing was closed at 7:04 pm.
Hearing/Annex Land - Highway 395 and Van Arsdale Lane/Rodriguez
City Planner Spencer stated that an adjacent land owner requested a continuance and Mr. Rodriguez, the property owner, did not object. Therefore, the annexation hearing will be rescheduled for June 27, 2011.
May Expenditures
Councilor Myers moved and Councilor Davis seconded to approve payment of the following May expenditures: $72,641.88 Bonded Debt; $541,833.58 General; $52,027.06 State Tax Street; $14,437.59 Transient Room Tax; $187,077.07 Utilities; $49,564.20 911 Communications; $417,853.98 Energy Services; $30,981.84 Regional Water; $71,117.21 WWTP Construction Fund; total $1,437,534.41. Motion carried unanimously.

Res. No. 1892 - Adopt Budget, Appropriations, Impose & Categorize Tax for FY 2011-2012
Resolution No. 1892 - Adopt budget, make appropriations, impose the tax and categorize the tax for fiscal year 2011-12 - was read and discussed. Councilor Harkenrider moved and Councilor Davis seconded that the resolution be approved and laid upon the record. Motion carried unanimously.

Report/Risk Assessment Study of Containments of Concern (CECs) in Recycled Water/Brad Bogas
Brad Bogus, the city's engineer from Kennedy/Jenks Consultants, gave a power point presentation outlining the results from their Risk Assessment Study of Containments of Concern (CECs) in Recycled Water. The study objectives were to: provide quantitative human health risk assessment results; develop message delivery tools to communicate the results; focus on non-potable recycled water uses; focus on pharmaceuticals and personal care products (PPCPs) in recycled water; and, utilize existing studies for occurrence and toxicity data. Out of the hundreds of PPCPs that can be detected in recycled water and the environment, scientists identified ten, such as prescription drugs, over-the-counter drugs, household products and food additives, to include in the study. The findings from this study indicate it could take anywhere from a handful of years to many millions of years of exposure to non-potable recycled water to reach the same exposure to PPCPs that the average person gets in a single day through routine activities. Brad also reviewed Senate Bill 737, which was designed to reduce pollutants in Oregon's waters. 118 pollutants were identified in 52 of Oregon's largest cities after two sampling events. Brad stated that seven cities were found to have pollutants above initiation levels. Three pollutants found above initiation levels were: pyrene, arsenic and beta sitosterol. Testing indicated the City of Hermiston had beta sitosterol above initiation levels, but within the acceptable range. Brad summarized conclusions from the study as follows: recycled water is not a significant source of pollution compared to other daily exposures and SB 737 found that the largest cities in the state effectively removed persistent pollutants in treatment plants.
Brad introduced Don Butcher of the Oregon Department of Environmental Quality (DEQ), stating Don has been instrumental in helping the City stay in compliance with its NPDES permit.
Council Comments
Councilor Harkenrider thanked Street Superintendent Sivey for the great job his department does keeping the city's streets well maintained. Also, stated he would like to see Umatilla County pave South 1st Street going west and Gettman Road going south due to the increased traffic in the area around the new Armand Larive Middle School.
There was no other business, and the meeting was adjourned at 7:40 pm.
