Regular Meeting

Mayor Severson called the regular meeting to order at 7:00 pm and declared a quorum present.  Present were Councilors Hardin, Misner, Harn, Springer, Myers, Calame and Harkenrider.  Councilor Davis was excused.  Staff members in attendance were City Manager Brookshier, City Attorney Luisi, Ray Jones, Clint Spencer, Dan Coulombe, Judge Creasing, Ron Sivey and Donna Moeller.  News media present were Neill Woelk and Luke Hegdal of the Hermiston Herald.  The pledge of allegiance was given.

Minutes

Councilor Hardin moved and Councilor Myers seconded that minutes of the April 25 regular meeting be approved for filing.  Motion carried unanimously.

Introduction/ODOT District 12 Managers

City Manager Brookshier introduced Marilyn Holt, ODOT District 12 Manager and Ace Clark,  District 12 Assistant Manager.  Marilyn reviewed projects that ODOT has the funding approved for and are scheduled to be completed through the year 2014.  She reported beginning with the Fiscal Year 2015 funding will be dramatically reduced state wide.

April Expenditures

Councilor Myers moved and Councilor Harn seconded to approve payment of the following April expenditures:  $410,433.93 General; $47,183.05 State Tax Street; $2,776.89 Transient Room Tax; $199,610.63 Utilities; $48,197.36 911 Communications; $480,891.32 Energy Services; $25,680.01 Regional Water; $169,924.59 WWTP Construction Fund; total $1,384,697.78.  Motion carried unanimously.

Minutes

Councilor Harn moved and Councilor Hardin seconded that minutes of the March 23 library board meeting and minutes of the April 27 library board meeting be approved for filing.  Motion carried unanimously.

Res. No. 1890/Elect to Receive State Revenues for Fiscal Year 2011-12

Resolution No. 1890 - Elect to receive state revenues for Fiscal Year 2011-12 - was read and discussed.  Councilor Harkenrider moved and Councilor Misner seconded that the resolution be approved and laid upon the record.  Motion carried unanimously.

Res. No. 1891/Install Stop Signs at S.W. 9th Street and W. Joseph Avenue

Resolution No. 1891 - Install stop signs at S.W. 9th Street and W. Joseph Avenue - was read and discussed.  Councilor Myers moved and Councilor Hardin seconded that the resolution be approved and laid upon the record.  Motion carried unanimously.

Ord. No. 2172 - Initiate Annexation - Highway 395 and Van Arsdale Lane/Rodriguez

Ordinance No. 2172 - Initiate annexation of approximately four acres of land located at the southeast corner of Highway 395 and Van Arsdale Lane to the City of Hermiston, withdrawing said territory from the Umatilla County library district and establish land zoning effective on the 30th day after enactment (Rodriguez).  Mayor Severson requested the first reading be by title only.  Hearing no opposition, City Attorney Luisi read the ordinance by title only.  Mayor Severson requested that the ordinance be put on for final adoption at this meeting and that the second reading be by title only.  After City Attorney Luisi read the ordinance by title only for the second reading, Councilor Springer moved and Councilor Harn seconded that Ordinance No. 2172 be adopted 30 days after enactment.  7 votes for; none against.  Motion carried unanimously.

Council Comments

Councilor Harkenrider asked if the pigeon issue had been addressed.  City Manager Brookshier stated he was waiting to receive an agreement from the individual with the State of Oregon that will be handling the problem... Councilor Hardin stated he enjoyed the Mother’s Day editorial in the Hermiston Herald.

Staff Comments

Assistant City Manager Jones reported the contract review committee met before the regular council meeting and voted unanimously to declare a list of items as surplus property.  These items will be sold through Columbia River Auction.

City Manager Comments

City Manager Brookshier reminded the council of the budget committee meeting on Monday, May 16, 2011 at 6:00 pm.

There was no other business, and the meeting was adjourned at 7:25 pm.
