There is hereby established a public library and the Mayor is hereby empowered to appoint a Library Board under the provisions of the state law. The Board will conduct all library affairs of the city and in conjunction with the Umatilla County Library, with full power to establish a branch of that library, arrange for its location, maintenance and management; provided, however, that the Board shall not incur any indebtedness in the name of the city except as specifically authorized by the City Council.
