City Manager

The City Manager serves as the city’s Chief Administrative Officer.  The City Manager carries out the will of the City Council and directs all operations of the various city departments.  Would you like to learn more about the city management profession?  The International City Managers Association (ICMA) maintains a website dedicated to raising awareness of the value of professional local government management.

Byron Smith

 

Byron Smith, City Manager

Byron Smith has been with the City of Hermiston since 2014.  Mr. Smith came to Hermiston from Fort Madison, Iowa, where he was the City Manager for five years.  Prior to that, he was Assistant City Manager/City Planner for the City of Poplar Bluff, Missouri for four years, and he was with the League of Arizona Cities and Towns from 1998 to 2004.  Mr. Smith has a Master of Public Administration degree from the University of Kansas, a Bachelor of Science degree in Business Management from Brigham Young University, Provo, Utah, and an Associate of Arts degree in Business Administration from Eastern Arizona College.

Mark Morgan

Mark Morgan, Assistant City Manager

Mark Morgan has been with the City of Hermiston since 2012.  Mr. Morgan worked in municipal administration for the cities of Pullman and Cheney, Washington before coming to Hermiston.  He was honored by the Washington City/County Managers Association with their Educational Fellowship and holds a Masters degree in Public Administration from Eastern Washington University and a Bachelor of Science degree from the University of Idaho.  Prior to entering city administration, Mr. Morgan worked as a journalist covering various local governments in Idaho and Washington, as well as spending time as a Producer for ABC News.

Ethics

Mr. Smith and Mr. Morgan are both active members of the International City Managers Association (ICMA). ICMA and its members subscribe to a professional Code of Ethics. 

Continuing Education/Training

Mr. Smith and Mr. Morgan are both Credentialed Managers through the International City Managers Association (ICMA).  The ICMA Credentialing Program recognizes professional local government managers qualified by a combination of education and experience, adherence to high standards of integrity, and an assessed commitment to lifelong learning and professional development.  Mr. Smith and Mr. Morgan both met the credentialing qualifications through their Master's degrees in Public Administration and minimum of seven years of executive-level local government professional experience.  They maintain their credentials by regularly attending continuing education events associated with ICMA to remain current on best practices in local governance.
