Photo: Peter VillarrealOn the 5th of February 2013, at approximately 6:15 PM, Mr. Villarreal was found laying down in the middle of the outside lane of southbound traffic in the 700 block of South Highway 395.  Mr. Villarreal was wearing dark clothing and after a cursory evaluation by Hermiston Fire and Emergency Services personnel, he was transported to the Umatilla County Jail in Pendleton.

“This continues to be an extremely unfortunate situation where the only recourse available to law enforcement is to charge Mr. Villarreal criminally despite our belief he needs additional services and assistance,” reports Chief Jason Edmiston
