Consider an application from Eastern Oregon Development, LLC for the creation and application of a Neighborhood Commercial Overlay Zone.  The location of the proposed zone is on the north side of W Highland Ave and west of SW 11th St.  The proposed new zone will retain existing (C-2) outright and conditional uses per Hermiston Code of Ordinances 157.041 and include Mini Storage and Multi-family dwellings as conditional uses.
