Requesting Proposals for Part-Time Municipal Court Public Defense Services

Notice of Professional Services Contract

The City of Hermiston requests proposals from qualified applicants for part-time public defense services in the City of Hermiston Municipal Court.   A qualified candidate must be a member of the Oregon State Bar Association.  Experience in criminal defense and/or public defender experience is preferred.

Duties will involve criminal defense representation in misdemeanor actions within the jurisdiction of the City of Hermiston, as well as a limited amount of representation of defendants in ORS 161.685 contempt actions as assigned. The City expects to enter into a contract with the successful proposer for a one year contract beginning March 1, 2018 and continuing through March 1, 2019.  The contract may be extended for an additional three-year period upon mutual consent.  The City reserves the right to amend the contract in the event of a significant change in the municipal court caseload or management.

Proposals should include at least the following:

  • Name, and OSB number if applicable;
  • A brief summary of legal experience, particularly in defense matters, and general qualifications;

Proposals must be received before 5:00 PM on February 20, 2018.  Proposals will be evaluated on the basis of experience and ability to provide municipal public defense services and meet caseload requirements.
