Permit Process and Forms

Residential Building Applications

1) Initial application is submitted via email, mail or our temporary service window located near the back entrance of the building. (A complete application incudes a site plan of 11 x 17 or smaller and construction drawings) Plans that are submitted electronically will be charged a fee to print out the plans and any additional paperwork.

   Forms that will need to be submitted with new residential homes applications: 

  • Moisture Content Acknowledgment Form and Residential Certificate of Lighting Fixtures
  • Residential Energy Additional Measure - 
  • List of contractors- must be received before final inspection is scheduled      

Homeowners doing their own work or taking a building permit out in their name will need to submit a Property Owner Statement as required by ORS 701.325 (2). 

2)  Your site plan will be reviewed for all required information. If any additional information is required someone will contact you. 

3) The application and plans will be reviewed for all required information. Please read the application thoroughly and fill out all required fields, missing information can hold the permitting process up. For a list of plan requirements please see the documents at the bottom of the page. Once completed the plans will be entered into the system and a invoice for the plan review will be sent out. This will need to be paid prior to any review being started.  

4) Once the review fee has been received the plans will go to the plans examiner for review. If any additional information is needed someone will contact you. 

Commercial Building Applications  

1. Prior to submitting an application please contact the Planning Department to see if a site plan or conditional use review will be required.  This process will need to be started prior to submitting your building application. 

2. New commercial developments & construction projects require a civil drawing review. This is a separate review from the building review. Please see the Planning Department for more information.   

3. Once the above 2 items have been started you can submit your application along with 3 sets of plans and structural calculations. See plan requirements for more information. 

4. Plans will be checked for minimum requirements and an invoice for plan review will be generated and sent out to applicant. Plan review fees will need to be paid prior to plan review completion.

BUILDING PERMITS ARE VALID FOR 180 DAYS FROM THE DATE OF ISSUANCE. The building official may grant a 180-day extension.  

Please fill out the Permit Extension Request Form to apply for an extension. Form is located below. 

BLOWING DUST CONTROL

The City of Hermiston has a blowing dust ordinance §92.12. It is required to submit a Blowing Dust Control Plan prior to beginning any work.  The plan must include the name and number of someone whom will be available 24/7 to control any blowing dust or if contacted by the city can promptly attend to the site. This applies to residential and commercial construction.

The City of Hermiston Building Department is a full service participant in the epermitting system made available through the State of Oregon.
