Animal Control Information & Resources

The City of Hermiston has a contract with The Human Society of Eastern Oregon Pet Rescue (HSEOPR) to maintain administrative oversight of animal control services to City of Hermiston residents.

Please see: "Chapter 90 Animals" of the Code of Ordinance for more information.

Dog Licenses & Registration

Dog licenses and other services are offered through HSEOPR directly as part of their contract with the City of Hermiston. Prices for services can be found on the City's Master Fee Schedule or at HSEOPR.

  • Dog(s) at large
  • Barking (Noise)
  • Obnoxious smell (feces)
  • All other animal complaints

Non-Emergency Complaints: Can be reported to the Hermiston Police non-emergency dispatch line at 541-966-3651 or you can Submit a Written Complaint.

Emergency Complaints: Please call 911 if your complaints are related to animal(s) that:

  • Bite or attempt to bite a person
  • Kills or injures or attempts to kill or injure a domestic animal or livestock
  • Chases vehicle(s) or people
  • Other dangerous or serious complaints

What Animals are Allowed in City Limits?

The Code of Ordinance allows residents to possess livestock and poultry animals on their property. Residents of these animals are subject to public nuisance if ordinance violations are made, including: running at large, noise, obnoxious smell(s), and more.

Dead Animal Removal

Please call Hermiston City Hall 541-567-5521 (Customer Service) or submit a request for removal to report a dead animal on City Streets. The City does not remove animals on private property, including sidewalks, as they are the responsibility of the property owner.
